The Renters (Reform) Bill has finally completed its passage through the House of Commons, and has now made significant leap forward. The third reading, on 24th April, saw only limited challenge from the opposition, and the changes proposed in the Committee Stage having been approved by MPs.
Three proposed amendments were voted on by the House:
New clause 15 – which extends the notice to quit by tenants to be increased to four months before notice can be given, in essence ensuring the minimum tenancy period is six months which was accepted.
New clause 30 – which assesses the operation of he county court possession order process in England and the effectiveness of enforcement, which was accepted.
However, an amendment which would ensure that the abolition of section 21 evictions would come into force on Royal Assent, with saving provisions for any notices served before that date was not accepted by the house.
